Net operating income (NOI) is a property's revenue minus its operating expenses, calculated before debt service, capital expenditures, and depreciation. It measures what the real estate itself earns — regardless of how the deal is financed or who owns it — which is why nearly every CRE metric is built on top of it.
Why NOI Matters in CRE
NOI is the basis of value. Divide it by a market cap rate and you get the standard estimate of what a property is worth — so a $50,000 error in NOI at a 6% cap rate becomes an $833,000 error in value. Lenders size loans against NOI through debt coverage tests, appraisers anchor to it, and asset managers are judged on growing it.
The word "operating" is doing the work: NOI deliberately strips out financing and ownership decisions so two buyers can compare the same building on equal terms.
What's In, What's Out
- Included: rental income after vacancy and credit loss, other income (fees, parking, laundry), and operating expenses — property taxes, insurance, utilities, repairs and maintenance, payroll, management fees.

Here's an 80-unit property's T-12 rolled up to NOI:

At a 6% cap rate, that NOI implies a value around $12.5 million — and every dollar of NOI moves the implied value by nearly $17. That leverage is why careful readers work the expense lines before trusting the number: a $30,000 roof repair booked as an operating expense (it's capex), or a one-time insurance credit inflating the year, distorts NOI and everything priced off it.
Controllable vs Non-Controllable Expenses
Asset managers split operating expenses into two buckets. Controllable costs — payroll, repairs and maintenance, marketing, administrative spend — respond to management decisions, and they're where operational upside lives. Non-controllable costs — property taxes, insurance, and to a large degree utilities — move with the market and the assessor, largely regardless of who runs the building. A budget review that treats a tax reassessment like an overspending problem is asking the wrong question.

Frequently Asked Questions
Is NOI the same as cash flow?
No. NOI is calculated before debt service and capital expenditures. A property with $750,000 of NOI, $550,000 of loan payments, and $120,000 of capital projects generates about $80,000 of actual cash flow — a very different number.
Are capital expenditures included in NOI?
No — capex is investment in the asset rather than a cost of operating it. But watch the boundary: recurring capital items booked as repairs shrink NOI, and repairs booked as capex inflate it. Lenders often deduct a replacement reserve below the line to normalize the difference.
What operating expense ratio is normal?
Most stabilized multifamily properties run operating expenses around 35–50% of effective gross income, depending on age, market, and who pays utilities. A ratio far outside that band is a prompt to dig into the statements, not automatically a problem.
How does NOI determine a property's value?
Through the cap rate: value equals NOI divided by the market capitalization rate. At a 6% cap rate, $749,900 of NOI implies roughly $12.5 million of value — which is why small distortions in NOI produce large distortions in price.
